The project is a key part of the Government of Sindh’s strategy to strengthen the education sector and raise literacy rates across the province. In 2013, the Sindh Right of Children to Free and Compulsory Education Act was passed in compliance with Article 25-A of the Constitution of Pakistan, placing a constitutional obligation on the government to ensure free and quality education for all children. Under this framework, public schools managed by Education Management Organizations (EMOs) operate free of charge, with inclusive admissions and a strong focus on innovation, accountability, and modernization.
